Keith Davis, Chairman and Partner

Keith Davis is Chairman of Huckaby Davis Lisker and has been involved in Federal Election Commission (FEC) regulatory compliance since 1979.

Keith is the Treasurer of both the National Republican Congressional Committee (NRCC) and of the National Republican Senatorial Committee (NRSC). He also serves as a compliance advisor for the campaign committees and leadership political action committees of numerous Republican US House and Senate members.

Keith has served as Treasurer of the Romney Victory Committee, Phil Gramm for President Committee, and Assistant Treasurer of both the 1988 and 1992 Bush-Quayle presidential campaigns. Keith also was the FEC compliance consultant for Bush-Cheney 2000 and 2004, and McCain for President 2008.  He served as Assistant Treasurer of the 1992 Republican National Convention Committee, and a consultant to the 1996 and 2000 conventions.   

Because of his vast experience with the practical application of FEC regulations, he has twice testified before the FEC concerning proposed regulatory revisions and the potential impact of these revisions on political committees. Keith has also been a guest lecturer on federal campaign finance at the George Washington University and Penn State University-Fayette Campus.

A native of Lebanon, TN, Keith is a 1975 graduate of Montgomery Bell Academy in Nashville, and a 1979 graduate of Amherst College. He is a baritone member of the Washington Men’s Camerata, and has served three terms on the Camerata’s Board of Directors.  Keith and his wife Cindy have been married for over thirty years. 

Lisa Lisker, President and Partner

Lisa Lisker, President of Huckaby Davis Lisker, is a nationally recognized campaign finance expert with over 35 years of experience in compliance, specializing in the financial operations of Republican federal and state political committees.

Lisa has consulted for over 15 Presidential committees and works with hundreds of Republican Senate and House campaigns, state party, joint fundraising and political action committees, serving as Treasurer for most. With the support of the HDL team, Lisa provides clients with turn-key financial services and guidance through the complexities of compliance reporting as required by the Federal Election Commission, IRS, and various state disclosure agencies. Lisa also performs full compliance and financial reviews of Corporate and Trade Association PACs.

Over the years, Lisa has advised the Federal Election Commission regarding the implementation of various reporting requirements. Lisa also provides campaign finance training at the Leadership Institute Campaign College and has served as a panelist at the American Association of Political Consultants annual meeting. Lisa is featured on the Women’s Public Leadership Network campaign training series that encourages women to run for office. In addition, Lisa has advised several compliance software firms as they continuously update and enhance their products, ensuring that they meet all compliance and fundraising needs.

Lisa is originally from Columbus, Ohio, and has also lived in Nebraska and Colorado. She is a graduate of the University of Colorado Leeds School of Business in Boulder, CO. Lisa currently serves on the Board of the Virginia Conservative Women’s Coalition and on the Advisory Committee of the Women’s Public Leadership Network. Lisa and her husband have two sons and reside in Northern Virginia.


David Satterfield, Senior Associate

David Satterfield is a Senior Associate at Huckaby Davis Lisker.  David joined HDL in 2015 after spending over five years at a national law firm advising clients on campaign finance operations and regulations, and two years in fundraising and compliance for a U.S. Senate campaign. With over a decade of experience, David has served as Treasurer for over 80 organizations and supervised the reporting and accounting of over $160 million in receipts and disbursements.

David is a specialist in the field of FEC and non-profit accounting and compliance consulting.  He serves as a professional treasurer for candidate committees, Super PACs, trade association and corporate PACs, 527 organizations, and 501(c) non-profit organizations.  He oversees the start-up and administrative operations for clients and is skilled at working with Federal and State agencies to quickly establish political, non-profit, and corporate committees. David also assists clients with compliance regarding Lobbying Disclosure Act and Foreign Agents Registration Act registration and reporting, state charitable registration and reporting, and general corporate governance.

David graduated in 2006 from Tennessee Technological University, B.S. (Summa Cum Laude).

Taylor Moose, Associate and Senior Compliance Analyst

Taylor Moose is an Associate and Senior Compliance Analyst at Huckaby Davis Lisker, working with a variety of clients providing FEC compliance and personalized financial consulting services.

Taylor has close to ten years of experience with Congressional and Senatorial campaigns as well as many different types of political action committees, joint fundraising and independent expenditure committees. Additionally, she has recently expanded her services to include Virginia state and local level races.  Taylor specializes in the use of multiple compliance software products which allows her to adapt quickly to any clients’ needs. Taylor’s ability to manage multiple clients with varying levels of activity, while ensuring that data is processed accurately and quickly, is a true asset to HDL clients.

Originally from Richmond, VA Taylor graduated from the University of Virginia in 2014 where she earned degrees in Foreign Affairs and Spanish. As part of her studies she lived abroad in Spain, and she maintains her love of travel today.

Colin Stamper, Data Manager and Senior Compliance Analyst


Colin Stamper is a Data Manager and Senior Compliance Analyst with Huckaby Davis Lisker and joined the firm after interning for Congressman Bruce Poliquin. With almost ten years of political financial consulting and compliance experience, Colin provides data management and compliance review for House and Senate campaigns as well as political, charitable and non-profit entities. Colin also supports the HDL team with receipt processing, client data management, client financial reporting and producing and reviewing FEC reports.

A Virginia native, Colin has a BA in History from Virginia Tech. Colin is also a notary public and a member of the American Association of Political Consultants.

Kelly Marple, Director of Operations

Kelly Marple recently returned to the firm as the Director of Operations. She has over 30 years of experience working in both public and non-profit entities, but began her career at Huckaby Davis Lisker, Inc. At HDL, she served as a Budget Director on a presidential campaign before moving on to management consulting at PriceWaterhouseCoopers in both Washington DC and Indonesia. Most recently she was a Program Lead for a national, online K-12 school system, managing a team that worked with newly enrolling families.

Kelly is skilled in leadership and organizational design, working with both corporations and non-profit organizations to upgrade their technology systems and processes so that they can work more efficiently. She serves on the Junior League Florida State Public Affairs Committee Board of Directors and is the Director-Elect of the national SLBI board. For the last several years, she has served on the Junior League of Daytona Beach’s Board of Directors, most recently as President. 

Kelly graduated from the University of Texas at Austin with a degree in government, as well as Johns Hopkins University with a Master of Government. She also obtained an education certification from the University of Virginia. Kelly and her husband have three children and reside in Florida.

Jordyn Ewing-Anderson, Staff Assistant


Jordyn Ewing-Anderson is a Staff Assistant at Huckaby Davis Lisker (HDL). Jordyn has experience with multiple political fundraising firms,  igniting her enthusiasm to further explore and contribute to the realm of political compliance and FEC compliance.

At HDL, Jordyn is dedicated to supporting clients with top-notch administrative assistance and ensuring seamless operations within the firm. As she continues to expand her horizons, Jordyn looks forward to leveraging her expertise to make a meaningful impact in the world of political finance and advocacy.

Originally from Orlando, Florida, Jordyn graduated from the University of Mississippi in 2024 with a B.A. in Political Science and a minor in Philosophy. During her studies, she founded the only CWA chapter within the state of Mississippi.
